MiBiz Upjohn Institute — MEGA Passes Cost-Benefit Test

Does it make sense for Michigan to provide economic incentives to attract and retain jobs? Recently the venerable W.E. Upjohn Institute for Employment Research released a study that concluded the answer is yes. As stated in the report’s introduction, “The paper concludes that MEGA passes a benefit-cost test.” MEGA is the Michigan Economic Growth Authority, which is the primary tool used by the state to compete with the efforts of other states and nations for locating, expanding, and retaining jobs in Michigan.

MiBiz Governor Falls Short on Both Structural and Tax Reforms

Governor Granholm unveiled her proposed 2010-2011 budget at the State Capitol on 1/11/10 to a joint meeting of the House and Senate Appropriations Committees. Although her proposal includes both structural reforms and tax reforms, it simply is not aggressive enough — or fast enough — to change the Michigan business climate. We cannot afford, as a state, to wait another two or three years for the dramatic reform we need now to become competitive in the global economy.

A key tenet of the Michigan Manufacturers Association’s 2010 Structural and Economic Reform Agenda is meaningful reform of the state’s spending habits through government and structural spending reforms. The Association’s efforts to move these reforms to the top of the political agenda received a significant boost recently with Senate Majority Leader Mike Bishop declaring 2010 to be the “Year of Reform.” Bishop’s announcement was made as he released a proposal to cut over $2 billion out of next year’s budget through a series of reforms that cover six key areas including public employee healthcare and compensation, local police and fire, K-12 spending, Medicaid spending, and government efficiency.
