Agreement Reached on K-12 Budget7/2/2010Wednesday night, 6/30/10, agreement on the K-12 budget for Fiscal Year 2011 was finally reached in conference committee — the day before local school districts were required by law to have their budgets for next year finalized. The bill, SB 1163, includes an increase of $11 per student. The debate over the budget involved deciding what to do with the surplus in the School Aid Fund: keep it for its intended purpose or use it to help plug the current $300 million hole in the state General Fund. In the end, both chambers agreed to give some of the surplus to schools for such things as intermediate school districts, early childhood education and school bus inspections, but leaving $236 million as a surplus rather than filling the General Fund hole. The school aid budget passed the House and Senate by a vote of 98-6 and 37-1, respectively. The question of what to do about the hole in the current year budget, and the rest of the 2011 fiscal year budget, remains unresolved. This article was featured in the MMA Capitol Report.
